If you want to use DevC++ you can my installer 
http://evilissimo-softdev.de/files/downloads/dcgti.zip
Download it. Extract it. And execute it. That's all.
Now start DevC++ and click on  the New Projekt  Toolbaricon. Now you 
will find a GTKmm Template inthere. Choose it and create the project.
Now you can use the template project ( which is fully configured ) by 
simply pressing F9

And without DevC++ i can compile code written in Linux without problems, as i understand. Is it so?
  
It depends on your code, if it is portable yes, if you've used linux 
related functions/classes then you'll have a problem. But GTKmm itself 
is portable.
But it does not depend on DevC++ this is regardless.
