Seems exactly like that to me. Under Windows, in the registry there is
a set of keys with defined names such as "Program Files", "Windows"
which contain the full path to these files. s/Windows/Linux/,
s/registry/gconf/.
This is a fantastic idea - at the least it should be discussed with the
KDE guys and maybe even further, e.g. the linux filesystem base spec.
