Agree that this should be decided upon by the hig people, but shouldn't
nautilus for the time being follow the gtk default? That way nautilus is made
consistent with all other apps. And if it decided that changing popup behavior
is necessary we inherit the change for free and don't have to worry about it.
If it's decided that the current behavior is correct, well we've already fixed
it.
