AFAIK, the reason that the HIG doesn't mention interface terminology
that much is that the GDP's recommendations should be followed (the GDP
Style Guide). There's only need for one set of terminology guidelines in
GNOME. Not all terminology can be found in the GDP Style Guide, but
you'll find "statusbar" there, among other words:
