Metacity actually uses that combination to take the currently active
window to a different workspace. Basically, you move from one workspace
to another, and take the current window with you. Incredibly useful, so
I don't think you'll be able to change this combination to do something
else.

Not criticising your suggestions, just mentioning that what you
interpreted Metacity to be doing was a little off.
