Maybe it would be easier to have support for animated images as
backgrounds so that animated gifs and mngs could be used instead.

So if you have a VERY high quality mng you could get a pretty descent
moving background.

The problem is that animated gifs tend to be of pretty bad quality.
Second, this bug, http://bugzilla.gnome.org/show_bug.cgi?id=71267, means
that you can't use mng with gdk, you have to use lbmng directly.
