patch that implements a ~/.hidden-all feature

Hi,

I just wrote a little patch that implements a "global" .hidden-file
(~/.hidden-all). This is basically the same as .hidden, only that it's
content applies to all folders.

It would be nice to get some comments and I would of course appreciate
if it could get included :-)
