With the new FileChooser Gnome already have a place for favorite
directories in Open/Save dialogs.
For the toolbar part, there exists a Bookmark-applet which allows access
to this directories from the panel
(http://www.gnomefiles.org/app.php?soft_id=278).
In Ubuntu Hoary will be a Places Menu which contains the fav-folders, it
will look probably like this:

Parts of the Ubuntu menu are making it into upstream, follow this bug:
