I'm having something similar.  About 60% of the time, I log in, and get "Welcome 
to Orca".  Then it goes away, and I have to start it with alt-F2.
After I start it, speech is several steps faster than it is configured to be. 
If I stop and restart Orca thereafter, or try to change configuration, orca 
fails and will not restart during that session, and I then have to restart GDM3 
and log back in.

The 40% of the time when Orca does start, it works fine, starts and stops fine, 
etc..

After the most recent time, the only errors I have in .xsession-errors are 
below.  Note that metacity is installed and running, but .config/metacity does 
not exist at all.
