It depends how much you do. I did not spend more than 4 hours per week on
it, but I was just working with bugzilla and doing some very small UI
Reviews myself.

The pre-requisite is that you need to feel confident that you meet the
pre-requisites. You do not require an advanced degree in man-machine
interfaces or post-neo-evolutionary-pscho-human-interaction-on-a-stick.

Well, here's some previous conversations:
http://mail.gnome.org/archives/usability/2003-May/msg00062.html
http://lists.gnome.org/archives/usability/2003-June/msg00229.html
http://lists.gnome.org/archives/usability/2003-July/msg00023.html

At the least, somebody needs ot gather up all the current "usability" and
"uireview" bugs for GNOME modules and put them on that ui-review page:
http://www.gnome.org/start/2.5/ui-review/index.html
so that people have a list of things to do, and so we know what has not yet
been reviewed.

Notice the links on that page for extra information.

We need to encourage people to do new UI reviews for all the modules (only 2
of us did any UI reviews last time), and we need to encourage people to
implement the clear recommendations that result from those reviews.
Generally, it's best to lead by example.
