What immediately strikes me about this dialog is how much it resembles
Nautilus viewing a folder in icon mode.

"Don't reimplement the wheel."

Lets say this whole thing was made into a special location
("applets:///" or whatever), what would we miss from your proposed
dialog here if we moved to using Nautilus?

* The "Icon Text" field nr. 1 (Nautilus setting) could be set to show
meta-data: Description by default for this folder.
* Double-clicking, dragging, pressing Enter would add the applet(s).

What would be missing is:
* A clear "Add" button.
* A "Help" button.
