I am first making a connection to http proxy and then sending the
following
connection command:
 CONNECT gdict.org:2628 HTTP/1.0
 Proxy-Authorization: Basic ZGFiYjpiYWx1MTM3

And in response I am getting Server Error.

As you said the http proxy which I am using may not be allowing
CONNECTION to dict.org at port 2628. In that case, I can not make a 
connection to dict.org:2628 through http proxy.
