Worded somewhat differently, but a good idea. :-)

That seems like a fairly reasonable solution, esp. if the default
folders were based on the current locale. Of course, we wouldn't ask
people to set a GConf key to change this in the future, so we'd have to
have a new preference page (or part thereof), but that's not too
terrible. We do need a first login assistant, probably the first
question of which would be selecting the person's preferred language.
