libgnome-desktop patch

Hi,

libgnome-desktop maintainers: Please could you review the following
patch? It's been about for a bit.

The rationale is in the bug. It makes libgnome-desktop load .desktop
files regardless of mime type. I have had the patch installed for over a
month with no adverse effects. It allows people to using the .desktop
parsing code to parse other files - this has uses with themes.
