The problem actually starts to occur after you restart the panel.  It
happens regardless of whether or not the panels were converted from
GNOME 2.2 or created fresh in GNOME 2.4.  The bug is
http://bugzilla.gnome.org/show_bug.cgi?id=121072, and it's fixed in
CVS.  Thanks for the follow-up, though.
