Yes, it's a known bug:
  http://bugzilla.gnome.org/show_bug.cgi?id=127049

gtk-doc updates the files in the tmpl directory, so it doesn't really
fit into the 'srcdir' and 'builddir' model.

But I suppose it could be fixed so it works for released tarballs.
