Right, every remote configuration storage system needs some local
enforcement mechanism[0]. Not only for laptops but also for when a
smaller office loses its connection to the main site that hosts the LDAP
across the street, etc.
[0] this local mechanism could be in the GSettings backend, but if
multiple backends want to implement this, it might be useful to use a
common implementation somehow...
