theme designer

Hi,

I was thinking that I'd really like to have some sort of theme creator for
the gnome control center, similar to the widget theme designer seen in the
KDE2 screenshots.
Is anyone working on a capplet along these lines?

If not, I'd like to start something if anyone else is interested in
putting forward suggestions/code.
