That is because all but desktop 0 in E are actually normal windows, rather
than the root window (they cover up the root window).  GMC uses dnd to
move icons around on the root window.  Since the root window is covered,
gmc does not get notified of the drop that signifies the end of the move.
You will probably find that a lot of programs that use the root window are
broken by this.
