3 is the only feasible solution here.  I think there are enough window
manager themes out there for each window manager that if users could
easily match up their theme to one in their window manager.

I think the best idea from all of this is something so simple that just
about every other windowing environment already does it: sound themes. I
don't really like the idea of a generalized theme system. Users are more
than capable of arranging GTK themes, window manager themes, and (if they
exist) sound themes to their likings.
