This is the place where, when the panel is not in a session, it stores
its config files and the applet config files. When you start up a session,
it loads these files then starts saving settings somewhere like
~/.gnome/panel.d/Session-<something>

The gnome-pager is pretty much deprecated at this point. The new
tasklist and desk-guide applets are going to help in putting to rest the
old pager.
