panel devel docs online

Hello people-who-get-more-sleep-than-I-do,

George and I have been working the past few days to get some development
docs for the panel libs in place for the pending gnome-core 1.2 release.

We'll be finishing them up in the next few days, but you can browse them
online at:

or snarf a tarball from:

http://developer.gnome.org/doc/API/panel-docs.tar.gz

There are a couple of incomplete parts and it has not all been proofread,
but it is a nice starting point.
