No, it's a design decision for emacs and info.  (You could call it a
bug, but it's not an accidental thing.)

Emacs (and Info, which uses many of the same key commands) uses ^H as
the help key, and DEL as the backspace key.  This was because of the
defaults of some vt terminal, iirc.
