Reviving gweather

I've been fixing a few niggling things about gweather, and figured
while I was there I'd take a look through the bug database and try to
clear up as many issues as possible.  gweather looks reasonably
abandoned, as there are wishlist items which have already been
implemented (and probably also bugs).

What would be the best way for me to get bugs closed and my patches
in?  Normally, I'd submit a bug report with the patch, but I'm not
sure anyone would see it.
