gweather patch: wind chill index

Hello,

Since it was pretty cold and windy in Minnesota today, I decided to dig
around in the gweather source and add in the ability to display the wind
chill.  I think it's working in both imperial and metric units (/me
crosses fingers).

I used the development CVS branch of gnome-applets to make it, though
the patch applies to the stable version as well (though I haven't tested
that yet).
