It's unfortunate that I have to say this, but: there is none. You're not doing anything wrong, it's just not possible. The ~/.gnome2/vfolders/applications way worked on *some* GNOME <= 2.4 desktops, and not on others. We're all supposed to move to the menu spec, but GNOME upstream still uses the old vfolders implementation. RedHat GNOME has partial support for the FDO spec, but it's not merged upstream. For GNOME 2.6+, you have to resort to a hack which involves editing ~/.gnome2/vfolders/applications-all-users.vfolder-info or something like that.

It's all a huge mess currently. :(
