Unfortunately no, it doesn't have anything common with abilities in the list
you've quoted - the widget on screenshot allows to select in which charset
data is sent.
The first required functionality in the list is ability to force particular
charset for the message user is currently *reading*. Since some people still
use broken MUAs or web interfaces to mail that don't set charset value
correctly (i.e. always stick iso8859-1).
The second one is how to quote bytes with value > 127.
Both abilities are present in mature MUAs.
