No, l10n should be split in as many l10n-xx as languages.
I guess German translators are not much interested in getting bug reports
of Spanish and Greek typos...
The l10n-xx could be general to all components too, as the report of a typo
or a suggestion for a better word can be useful for other modules too (as
the goal is to have some coherance for the whole desktop)
