This means that an "ug" entry is missing in /po/LINGUAS which should be
added by someone from the Uyghur team who has git access.

Somebody needs to commit it to git.gnome.org where all the code is.
This is not done automatically from l10n.gnome.org.
http://l10n.gnome.org/teams/ug says that you have no committers though.
Your language coordinator should add himself, or apply for a GNOME git
account first if s/he hasn't done yet.
