<opinion>
    looks to me like the thing that's changing/configurable is
    the "definition" of +/-, i.e. the display coordinate system.
    So I'd say GTK_SCROLL_STEP_* doesn't change meaning w.r.t the
    adjustment value, only the association of the value scale with
    visual direction.
