Hi Hans,

Your fix seems to improve the bug a little bit. The testdnd.exe program now
behaves rather randomly in terms of being sensitive to the DnD. The dockable
dialog feature of Gimp-1.3.x is also now randomly working or not working. I
guess it does do something now as opposed to absolutely nothing before.
