how is the C99 support on win32 using anything that's not GCC?

let's be clear: I have nothing against C99 (except the feature of
declaring variables in the middle of a function - *eew*); but if no
other compiler except gcc 4.x supports it properly, we would have to
drop support for every other compiler - a choice which, again, I have
nothing against. let's just not forget the implications of switching to
a new revision of a standard that after 10 years is *still* not properly
supported.
