This is not a question of allowing, program launchers are files after
all, the same applies to links.
But, when I used Windows, I hated to clutter my desktop with those dumb
launcher icons, it clutters everything and takes the focus away from
documents. And a desktop should have "documents", it's a workplace after
all!
And the same applies to my Nautilus desktop - no program launchers.
Panels and menus are for program launchers.
