The /media is a recent thing. And AFAIR almost from start it was
presented for regular users - ie. non-admin.
The /mnt however was always there. And was never exposed to users.
Probably this is the "set of users" you mentioned above.
If you are targeting desktop users it makes sense.
If you think about server it only causes trouble.
And yes I'm Fedora and CentOS user :)
