I have forgotten the problem of the tie of the 100% only of the resource
can be allocated in a vampire tasks (otherwise there is an inconsistency
in sharing resources task that are vampirised).

There is another mail before that explain the problem.

What we do ? I don't know where is the better place where put this 
limitation in the code; Richard, can you do it ?
