This is the main problem with gdesklets, I think. You have to move/resize
windows away manually, to show gdesklets. Of course, there is 'Show
desktop', but it's much easier just to glance at a certain part of the
screen, without pressing real or virtual buttons.
I actually got a private response to that message. Apparently one of the
goals of the "panels" is that they can float. So, the panel would be a
lot like the current panel except that it would house desklets. The idea
is apparently similar to what Vista is doing, where (at least in
screenshots) you can see panels usually on the right side of the screen
that are not stuck to the desktop.
