I'm not familiar with debbugs, and the docs don't give much away, but
I get the impression that the bugs are stored as plain text files.
Shouldn't be too hard to get a script to extract them.

Bugzilla comes with a script gnats2bz.pl which creates SQL output to
import bugs from a GNATS database - it should be possible to write a
similar thing for debbugs.

The former would definitely be preferable, as it will take some time for
things like bug-buddy to get updated to use the new bugtracking system.
If we can get the debbugs->bugzilla import done, then it shouldn't be
too hard to put newly submitted bugs through the same process.
