ACK. 

Almost all systems have an lpr (or compatible) command for putting 
postscript into spool - postscript/pdf is the de-facto standard for
printing. For queue management and ps generating, there are also many 
tools available. Application developers should choose one of them.

Probably we could analyze the available packages and give some hints
for the right decision. For integrated GUI environments like gnome,
there may be some libraries for handling that, i.e. a common printer
queue access (libcups or something like that) and another one for 
the common "print" dialog. 

But both do not belong directly into gtk, but the "print" dialog 
of course would use gtk for the widgets :)
