I don't have dconf (at least right now...we could discuss a "system dconf" daemon), and I don't want to use my own keyfile backend, because that would mean I have an isolated silo of configuration.

Now it's likely that system daemons should additionally support per-service configuration (set a proxy for one service, not the whole system).
