It is impossible for the WM to remember stickiness right now, without
making a significant number of mistakes, because many application
windows are not distinguishable from each other.

So the answer right now is "the WM can't do it." 

Now, some WMs sort of do it - with manual user intervention on whether
class/name/title are used for matching, in order to fix the mistakes -
but this is not something that could "just work" by default for normal
users.

To put this in the WM we need a window manager spec extension so the
WM can do it reliably. I've brought this up on wm-spec-list gnome org
but the issue remains unresolved.
