This is another problem.. Generated menu files from Mdk menu method were
not spec compliant, missing the Encoding= line. Now, they always are
UTF-8 encoded. (BTW, I would appreciate if you could test latest
gnome-panel mdk package, I have some problems reading chinese :))

IF there is another bug in gnome-panel, it should be filled upstream,
with patches if needed..
